Introductory seminar for the members of the Committee on Finance and Budget of the Parliamentary Assembly's HoR that aimed at introducing the members with key information from the previous session as well as improving the Committee's work in the following period was held in Mostar. 

During the seminar, Committee members were introduced with key issues in the Committee's jurisdiction, reflecting on the previously achieved results in the field of budget and public audit. Particular emphasis was placed on issues that could be marked as priority in this mandate of the Commission. There were mentioning of youth issues at the seminar as well. Nejra Neimarlija Roić from the Institute for Youth Development KULT introduced the Committee members with the importance of including youth in institutional budget items ad providing support to the youth.

During the exchange of opinions on planning and implementing the budget and the annual budget cycle, it was emphasized that the budget includes decision-making in the most important priority policies and results that the authorities wish to achieve as well as a distribution of the limited budget funds to priority programmes. It was emphasized that planning and exercising the budget would had to have legal grounds which means that it must be based on the BiH Constitution, the Law on Financing Institutions in BiH and other laws and bylaws. Also, it was emphasized that planning in the budget institutions in BiH is an annual process of "preparing the budget in 10 steps" and the process of  adopting it performed by liable governmental bodies. In relation, the participants were introduced with steps that are taken from the moment when the Ministry of Finance and Treasury of BiH delivers instructions to budget users, to when the Parliamentary Assembly adopts the Law on Budget of BiH Institutions, underlining the role of the Council of Ministers of BiH and the Presidency of BiH in the process. 

Implementing budget of BiH institutions is a continuous process that involves the process of reporting on its implementation. The participants were explained that budget implementation of the BiH institutions is based on the Law on Budget of BiH, Law on Public Supply, decisions of the Council of Ministers of BiH, regulations and other bylaws and that the responsibility of implementing institutional budget and achieving goals in accordance with agendas rests on liable individuals in BiH institutions. It was stated that budget implementation is expressed through a report on implementing institutional budget of BiH that, besides the Annual report on budget implementation and international obligations of BiH, is revised by the Audit Office of the Institutions of BiH, on which auditory reports are made on financial activities of every institution in BiH. 

The participants of the two-day seminar were also introduced to financial audit, where it was emphasized that the aim of the process was to determin an evaluation of reliability and accuracy for financial reports, an evaluation of implementing laws and regulations, an evaluation of financial management as well as an evaluation of the functions of internal audit and system of internal control.

On the second day of the seminar, opinions were exchanged regarding the revision of the efficiency and key issues of efficiency control, where it was emphasized that efficiency revision is an independent, objective and reliable questioning of whether public institutions "do their job" and if they do so "appropriately, with no unnecessary costs". Besides everything, it was mentioned that the audit aims at promoting economic, effective and efficient managing of budget assets and contributing to strengthening responsibility, transparency and efective usage of public assets for the citizens' wellfare. 

The introductory seminar was organised on the initiative of the Strengthening Governmental Institutions and Processes in BiH Project (SGIP) in partnership with the Institute and financed by the US Agency for International Development (USAID).
